Since the beginning of time and creativity there has been an unfolding of the blossom of humanity, the brotherhood and sisterhood of the star dust from whence we all came. As the sixth incident: Electronic, telephonic and personal town meetings should determine the way of that sovereign community preferably with a two thirds majority. A three quarters majority of the villages determine the way of the planet electoral college style with one vote per hundred family village or support group. On global PREMISE maters a two thirds majority of all citizens either directly through the global computer or through the village system. In other words through Humanity rather than politicians.

As the seventh incident: If each citizen is to function as a synapse of the global brain so to speak, every citizen of the planet should have the option of the wireless phone and internet capability of interfacing any other citizen or groups, individually or through all the networks _ a website, blog, social page etc. for every citizen to state their case, post their website etc.. This allows the knowledge of the planet to be available to all, free from the disaster caused by the sale of information, greed based education, and theme park media titillating lower brainstem flight and fright adrenaline. This system as well as the entire broadcast spectrum should be common- wealth and free from frankencorp's K street flack attack and censorship.

As the eighth incident: With life support as a birthright, codependency becomes a moot point _ the resources belong equally to all regardless of age or family affiliation and negates the codependency (breadwinner dependency) scenario which in turn lessens Nihilism, making dyfunctionality a moot point. We are children of the universe and we all have a right to be here _ we are sovereign citizens. This entails TIME as the sovereign currency defeating triage by arbitrage as civilization's straw man nemesis.

The redistribution of TIME is the key to the equality of mankind. With the dissolution of designer sin (chemical prohibitions, ingestion morality and political-religious dividian disaster) and with the mandate of the global PREMISE, people will have an equal chance, innocent until proven unfair, free will based on the PREMISE dictates personal conduct, morality etc. until it adversely affects another _ not hyped whimsy or designer sin etc. Also the small support group village strategy leaves little room for crime. Although crime committed because of inequity will be minimal it still leaves crimes of the greedy(often legal today) and the unsavory still to be dealt with. In either case legal maters should be a village or support group matter and dealt with through conflict resolution.

Much law is for the purpose of political divisiveness _ dictates morality through the criminalization of ingestion strategies etc. The even more devious part of the law is giving moneyed interests the upper hand _ the enforcement of contracts obtained by any means(land for trade beads etc.), denial of life support and health care based on money(competition for life support, work for food). An example of government complicity with moneyed interests is land tenure based on the ability to pay taxes with a central currency (money the straw man) which forces a money based economy on those who can get along without it. This in turn inhibits informal economies and voluntary simplicity forcing us into the game of Monopoly of the Mammonists etc. along with a plethora of misguided laws and regulations giving entitlements to the few over the many especially moneyed interests (organized usury). Thus leaving civilization chasing it's tail _ destiny deprivation.

To simplify all this, the Global PREMISE with some directives on fairness will level the playing field. When a dispute or an impasse occurs CONFLICT RESOLUTION and Equity Restorative Justice should take into consideration the first nine incidents with a question as to what is fair. To replace representative oligarchy pretending to be a democracy and to facilitate the Global premise by a majority of the Gaian citizens the lowest common denominator would be a central computer(with hologram style backups) that would anonymously register the collective consciousness by various means as well as the advise and consent of all the voters on maters of the global PREMISE(bill of rights)_ governing the Commonwealth of Gaia. Once we have a global PREMISE(global bill of rights) to work from, the rest falls into place. This is a project in progress and to put it bluntly we began with the lowest common denominator in kickstarting a dead planet.

The French constitution was by head count _ as they rolled off the guillotine. The formation of the US constitution and bill of rights was by tea parties ousting British backed pirates (hiding behind limited liability corporations) and letters of correspondence etc.. The letters of correspondence were then manipulated in favor off slave owning aristocrats and voted on by a white male only parliament of sorts elected by wealth _ representative oligarchy.

So we don't get taken again by orchestrated divisiveness, we need the support of the global population. We need to get the first few incidents of a PREMISE approved and mandated(partitions beg, mandates rule) by a majority of the planet's citizens to get on with the rest. The power derived from switching on the global brain(the whole collective consciousness voting, participating and consenting) will create the attitude adjustment needed to turn things around _ the velvet revolution. Shall we change the name of the planet due to the fact that we equate Earth with soil which invites some to treat the planet like dirt. Also we need to rename entitlements which have been synonymous with pirates and robber barons who's careers were usury driven cultural genocide. Naming some of our institutions after robber barons, military and some politicians the likes of Carnegie , Mellon, Nixon, Napoleon, Reaganhood, King James, Jesse James, Degaulle, Salinus etc. is sending the wrong role model messages to the young.

After the initial switching on of the global brain to establish the global PREMISE the governance of the Commonwealth of Gaia should be through the ten million or so sovereign villages with a two thirds majority of the villages to counter any one area or group of villages getting preference.

As a step to truncate some of the unfair leverage the supply side has amassed over the captive consumers and redirect the TIME(currency of the sovereign citizen)of the future which is being usurped for fossil fuel energy and the five part amenity infrastructure by organized usury, we should contemplate the Solar Hydrogen Economy. These technologies have been researched with your tax dollars and been to the Moon and back while you watched on television. We call them Mike Mulligans space Shuttle in the basement.

To date there is no better synergy than the Solar Hydrogen Economy in the control of the demand side, to supply the planet's energy for heating , cooling, cooking , transportation and to produce electricity while it vaporizes sewerage, trash and garbage on site and becomes the water supply. To supply Solar Hydrogen(what amounts to bottled sunshine and water) which replaces the five part amenity infrastructure is far cheaper than supplying just frankencorp's centrally produced electricity. The Hydrogen Economy is the lowest common denominator in the provisioning of the amenit_ s _ standard of living.

We have other technologies which we can contemplate and initiate when they can be made available to all at the same time _ in fairness

The amenity infrastructure is one of the main reasons for the five city systems and when your proximity to the amenity infrastructure determines where you live as well as the cost of land, when you factor the cost(TIME, taxes-profit, pensions etc.) of providing and maintaining the amenity services(water, fuel, electricity, sewer, garbage collection, and motor fuel), the basic cost of fossil fuel, the double cost of wasted energy in electricity production then having to buy heating fuel. Figure the cost to society for the pollution, the cost of the second hand smoke litigation, the cost of world debt inflicted on the planet with the reinvestment of the windfall oil profits, usury based world inflation caused by the manipulated energy cartels, the cost of the military(a basic reason of our(US) national debt) to protect the oil trade routes, and the transportation needs of all these unnecessary services one could conservatively say that it usurps upwards of a third to a half of the gross(pun intended) global product _ over half the citizens working TIME is unnecessarily taken from soc_ ty to pay for all this usury. This is the nut to fund the shoes of the fisherman exercise _ citizen emancipation. THE HYDROGEN RATIONAL

There are two main curses put on humanity: "May you live in interesting times" and money a straw man set loose on civilization. Example: In the US, Labor's percentage of the GNP has been cut to a third of what is was before Nixon(AFL-CIO).
